Summary: Upgrade GitHub Actions to v4 and update npm dependencies, including AWS SDK, LoopBack packages, and ESLint tools.

Review Focus: Verify compatibility of the Trivy action pinning to a specific commit hash, and ensure all dependency upgrades are tested (particularly AWS SDK and Smithy package updates).
