Would some tool.mypy entry have caught this? It would be nice if some CI/testing tweak would have caught this problem

I suspect installing types-chardet would fix (some of) these errors so that ignore[import-untyped] is not required.

Would it be possible to change this PR accordingly and check it works?

We call MyPy from pre-commit and do tell pre-commit to install types-chardet:
