- Add GOVERNANCE.md documenting technical governance structure - Add CODEOWNERS file defining project maintainers - Add CODE_OF_CONDUCT.md referencing Linux Foundation CoC - CoC changes require approval from all maintainers These files are required for PyTorch Ecosystem membership.
