Doi links are broken

The doi links for ACM papers in the publications section are broken. Please fix asap

All links are now working

The links have been updated manually, however Santiago generate that file programatically, so the changes need to be done in the generator.

acm paper uses https://doi.org/ instead of https://doi.acm.org/

• The doi assigned to "To distribute or not to distribute?: Why licensing bugs matter" is broken in ACM page https://doi.org/10.1145/3180155.3180221 therefore i change the url to redirect directly to acm page https://dl.acm.org/citation.cfm?id=3180221

Links are now working

The ICSME links were the ones not working. I updated the links manually.
